Katherine E. “Kate” Silvas serves as the Executive Director of the City of Converse Economic Development Corporation.  In her current capacity, Kate assists with the recruitment, creation, attraction and retention of jobs and business within Converse.  Among her accomplishments during her tenure with Converse, Kate has led an effort to create the 1604 Commercial Corridor Study, a vision for the development of undeveloped land within Converse and bring about a unified brand for the City and the Converse EDC.  In partnership with the Converse EDC Board, she has successfully negotiated incentives to developers and existing businesses of projects totaling over $300,000.  Under her leadership, the EDC contributed $1.2 million to the expansion of FM 1516.

Previous to her work in Converse, Kate worked on the team effort to recruit Caterpillar Inc.’s Engine Assembly, Test and Paint Facility to Seguin, thereby creating over 1,400 jobs for the region.  Previously, Kate worked ten years on the redevelopment and transformation of the former Kelly Air Force Base and assisted in the transfer of the 14 million square feet of real estate from the federal government to the San Antonio community.

She sits in an advisory capacity on the Friends of the Nighthawks, a committee to advise the President of Northeast Lakeview College.  She is a member of the International Economic Development Council, the Texas Economic Development Council and the International Council of Shopping Centers.  In 2002, she was recognized by the San Antonio Business Journal as among the “40 Business Leaders Under 40” and participated in the Greater San Antonio Chamber of Commerce Leadership San Antonio program in 2003.  She attended Trinity University, earning her bachelor’s degree in Communications and a master’s degree in Urban Administration.  Kate lives in Converse with her husband, Emilio, and their three adopted children, Cruz, Marelys and Miguel.



Kat Lindquist

Business Retention & Marketing Manager

2015 to Present


Kat Lindquist, has joined the Converse Economic Development Corporation team as the Business Retention and Marketing Manager.  Kat brings a wealth of knowledge from her decades of experience in the private sector.  

She is passionate about the mission of Converse EDC to “create opportunities that will generate revenues for the City of Converse and enhance quality of life for its citizens." Kat Lindquist has extensive experience in developing marketing strategies for business expansion with fresh marketing plans to illustrate the distinctive attributes and benefits of doing business with the City of Converse.  

This past year Kat was involved in bringing the Business Appreciation Events to honor the long standing businesses located in Converse.  This quarterly event is a great place to connect local businesses and the community at create a forum to recognize the outstanding businesses in Converse. She has also engaged the businesses to participate in donating their coupons to our various outreach events such as the Night in Ol' Converse Parade and the very successful Broker Luncheon. 

She is a member of the Texas Economic Development Council and the International Council of Shopping Centers, the Tri County Chamber and the Converse Adult Book Club.  She attended Texas Tech University, earning her bachelor’s degree and master's degree in Environmental Design and Consumer Economics.
